Clackamas County Humane Society is composed of 3 main individual Humane Societies: Friends Involved in Dog Outreach (FIDO), Pet Over-Population Prevention Advocates, Inc. (POPPA, Inc.), and Oregon Humane Society.

Friends Involved in Dog Outreach (FIDO) was founded in June 2004 as a non-profit organization. The organization was formed to support the work of Clackamas County Dog Services by the citizens and business people of Clackamas County. FIDO supports the mission of Clackamas County Dog Services to by promoting humane treatment of animals and providing shelter and care for stray, injured and homeless dogs. FIDO also educates Clackamas County residents, enforces Clackamas County dog licensing and control ordinances, respects the needs of Dog Services customers, provides community members who assist in mediation to help resolve dog issues. Clackamas County residents can get involved by donating money or materials to the shelter through FIDO, adopting an animal from the dog shelter, becoming a "foster parent" for the dog shelter, volunteering at the dog shelter, or by volunteering to help with FIDO activities.

Pet Over-Population Prevention Advocates, Inc. (POPPA, Inc.) is a not profit organization who provides direct financial assistance to approximately 62 animals per week at a cost of $2000. Over 10,000 companion animal spay or neuter surgeries have happened with POPPA's help since Sept 2001. Volunteers work to raise funds for spay/neuter. Then, low income Oregonians contacting POPPA are referred to an option they can afford, or POPPA subsidizes all or part of the surgery cost based on client need. Donations to POPPA are tax-deductible as the law allows
